Allegations
1. You breached professional boundaries with Child A in that:
a. Your communications, interactions and conduct towards Child A were inappropriate when you:
i. Kissed Child A on the head on or around 15 April 2018;
ii. Cancelled a future planned trip with Child A on or around 30 August 2019;
iii. Drafted a set of questions and answers for Child A on or around 15 November 2019.
b. You failed to respond appropriately to Child A’s behaviour when:
i. Child A threw stones;
ii. Child A became physical with you;
c. You did not appropriately inform colleagues of intended trips with Child A, specifically:
i. A trip to London on 19 February 2020;
ii. A trip to the cemetery on or around 02 March 2020;
iii. A bike ride on 18 March 2020.
d. You purchased and/or provided items for Child A, which were inappropriate, in particular:
i. Clothes;
ii. Food;
e. Your communications, interactions and conduct towards Child A’s mother were inappropriate:
i. On or around 01 September 2019 – 30 September 2019;
2. You attempted to conceal issues in relation to your interactions with Child A in that you:
a. Failed to escalate complaints and / or allegations about yourself from Child A which were made between 15 April 2018 and 4 May 2018;
b. Failed to inform colleagues and / or management of a planned trip to London (as per 1(c)(i) above);
c. Presented an inaccurate risk assessment dated 19 March 2020 in that you omitted pertinent advice from CAMHS;
d. Did not inform staff or management about the visits to Child A’s mother’s house (as per 1(e) above);
e. On or around 09 January 2019, amended Child A’s Risk Assessment in circumstances where this was inappropriate.
3. Your conduct at 2 (a) – (e) was dishonest.
4. Between 14 November 2021 and 2024 you remained in contact with Child A despite having no professional reason to do so, including:
a. Sending messages to Child A;
b. Sending money to Child A;
c. Sending Child A presents;
d. Meeting Child A.
5. Between 1 May 2020 – 28 January 2024, you retained images / and or videos of Child A.
6. Your conduct at 1 (a), 1(b), 1(c), 1(d), 1(e), 4 (a) – (d) and/or 5 was sexually motivated.
The matters outlined at 1 – 6 inclusive above, amount to the statutory ground of misconduct.
Your fitness to practise is impaired by reason of misconduct.
